CDOT: Erosion Control Supervisor Certification – One Day Program
Course Description
This one day course is the certification course for the Colorado Department of Transportation (CDOT) Erosion Control Supervisor (ECS). This program has been developed for the Erosion Control Supervisor responsible for the proper installation, maintenance and inspection of Best Management Practices (BMPs) for the control of erosion and sedimentation at construction sites.
The program covers:
- The Stormwater Program legal requirements including permitting and erosion and sedimentation at construction sites.
- Types of Best Management Practices (BMPs) for specific situations to control erosion and sedimentation.
- Installing construction site BMPs.
- Inspecting and maintaining construction site BMPs.
Prerequisite
There is no prerequisite for this class. This course is an entry-level course and is the first class in a series.
Learning Objectives
Upon completion of this class, you will be able to:
- List the permit requirements under the stormwater program.
- Describe the impacts to water quality caused by erosion and sedimentation.
- Describe the installation and maintenance requirements for BMPs used during construction.
- Describe the CDOT water quality program requirements.
- List the duties of the Erosion Control Supervisor.
- Pass a 25 question certification examination with a score of 75% or better.

Developing and Implementing Stormwater Management Plans – One Day Program
Course Description
The development and implementation of Stormwater Management Plans (SWMP) requires a carefully planned approach accompanied by close follow up. This one day training program is designed to provide information about how to prepare and implement these plans to help comply with the requirements of the CDPS permit as issued by the Colorado Department of Public Health and Environment (CDPHE), Water Quality Control Division (WQCD). This program is designed and intended to provide supporting training and information for the Erosion Control Supervisor.
Prerequisite
There is no formal prerequisite for this class. However, it is strongly recommended you have knowledge of the construction stormwater permit and best management practices to control erosion and sedimentation during construction activities. This class is a follow up class to the ECS Certification class and is the second class in a series.
Learning Objectives
Upon completion of this class, students will be able to:
- Describe the contents of a SWMP.
- Select Best Management Practices (BMP’s) for the control of erosion and sedimentation.
- Describe the requirements for amendments to the SWMP
- Describe the procedures for development, revision and implementation of the SWMP.
- Describe procedures for conducting routine inspections of BMP’s.
- Complete an inspection record.

Conducting Stormwater Compliance Inspections – Two Day Program
Course Description
This 2 day training course has been developed for compliance inspectors of Best Management Practices (BMPs) used to control erosion and sedimentation during construction. Please note: this class is for compliance inspectors and does not cover how to complete a routine inspection as a requirement of the permit. The course covers; preparing for and conducting a comprehensive inspection of a CDPHE Stormwater Discharges Associated with Construction Activity permitted site. Specific features of this course will address topics to prepare inspectors for consistent inspection procedures and includes a half day field trip. The course is team taught with one instructor from Altitude Training Associates and one instructor from the Colorado Department of Public Health & Environment (CDPHE).
Prerequisite
Successful completion of the ECS Certification class or a detailed knowledge of best management practices to control erosion and sedimentation during construction activities is required. This program is the third course in the series and is an advanced program.
Learning Objectives
Upon completion of this course, students will be able to:
- List the Permit Conditions
- Describe Procedures for Conducting On-Site Inspections for Permit Compliance.
- List the 5 elements of a finding of noncompliance.
- Describe the Record Keeping Requirements for Permitted Sites
- Examine Appropriate Applications, Installations and Maintenance of Construction BMPs.
- Generate a Report to Document Findings.

Maintenance Practices for Permanent Stormwater BMPs
Course Description
This class is designed for municipal personnel responsible for ensuring the proper functioning of stormwater structures, features, and Best Management Practices (BMPs) as they relate to the Municipal Separate Storm Sewer System (MS4) permit. Specific focus is given to the inspection and maintenance of permanent BMPs. The course covers MS4 permit requirements for maintenance activities of permanent stormwater controls, construction site erosion control BMPs, and materials/waste handling practices. The class also covers fixed facility stormwater management practices such as spill plans and chemical storage. Additional training covers the illicit discharge detection and response. In brief, the class provides municipal personnel with the training necessary to execute permit conditions mandated by the MS4 permit.
Learning Objectives
Upon completion of this class, participants will be able to:
- Describe the basic requirements of the regulatory program for stormwater management for both construction activities and municipal programs. List the stormwater permit conditions that effect municipal field personnel. Describe the types of permanent controls used for stormwater pollution control and typical construction and maintenance requirements. Describe the proper installation techniques for construction site erosion control BMPs and required maintenance activities with a focus on post construction, pre-permit inactivation. Describe how to conduct an inspection of stormwater BMPs features, both temporary and permanent
- Recognize a spill, an illicit discharge and how to respond.
