Welcome to the 5-2-1 Drainage Authority (5-2-1 DA) web site. The 5-2-1 DA was formed in June 2004 via an Intergovernmental Agreement (IGA) between the City of Grand Junction, the City of Fruita, the Town of Palisade, Mesa County, and the Grand Valley Drainage District (formerly the Grand Junction Drainage District). The 5-2-1 DA was formed in order to protect people and property from flooding, to comply with federal environmental regulations regarding water quality, and to provide a funding mechanism so that the stormwater services can be performed. Proposed Stormwater Permit Fee

 

The 5-2-1 Drainage Authority has proposed a new permit fee schedule for Construction Stormwater Permits issued for development and construction projects in the urbanized areas of the Grand Valley.  The Authority was established in 2004 through a five-party Intergovernmental Agreement that included Fruita, Grand Junction, Palisade, Mesa County, and the Grand Valley Drainage District.  The Authority is tasked by these entities to cost effectively coordinate multi-agency stormwater issues in the Grand Valley.

 A Public Hearing on the proposed fee schedule will be held by the Authority Board on Wednesday, November 19, 2008 at 3:00 PM, in Room 100 of the Mesa County Annex Multi Purpose Room, 544 Rood Avenue, Grand Junction, Colorado. The public is invited to attend.  Written comments should be submitted to the 5-2-1 Drainage Authority by November 14th, 2008, at the address below. The proposed Construction Stormwater Permit fee has been set by the Authority Board at $100 per acre of disturbed area.  All construction and development projects in the urbanized area of the Grand Valley disturbing greater than one acre of land, and required to obtain a local Construction Stormwater Permit will be subject to the proposed fee schedule.  Concurrent with the fee, the Authority will provide dedicated staff to assist the community with stormwater planning, review of Stormwater Management Plans, issue permits, and perform required stormwater inspections throughout the Valley.  The proposed fee will be effective January 1st, 2009. For copies or information on the proposed Resolution and Fee Schedule, please contact the 5-2-1 Drainage Authority at (970) 263-7401, P.O.
